Qt6 and arm64 Slicer builds on the factory machines

Project Description
This week we will be finalizing the 5.12 release, and then working on moving the factory builds to Qt6 and arm64 (for macOS). These are the critical changes for the next major release Slicer 6.
Objectives and Progress
- Release Slicer 5.12 ✔️
- Ensure macOS signing is working properly ✔️

- Initial image has been built successfully: https://hub.docker.com/r/slicer/buildenv-qt6-almalinux8-gcc14
- Install Qt6 on Windows factory
- Begin setting up arm64 factory machine
