Finalize Slicer Icon set update infrastructure

Project Description
We will be continuing the work to integrate the new icon set into 3D Slicer.
Objective
- Finalize icon switching logic initially developed in last project week
Approach and Plan
- Review icon switching approach from last PW
- Finish remaining work items and create a PR on Slicer Core
- Create dependent PR with the actual updated icons
- Fix broken images in PW 41 page
Progress and Next Steps
- Reviewed final icon set from Wendy
- CLeaned up PR - should be ready to go now
